The Influence of the 2015 Welfare Reform of the National Basic Livelihood Security System on Material Hardship among the Poor

Abstract
This study aims to examine the influence of the 2015 welfare reform of the National Basic Livelihood Security System (NBLSS) on material hardship through disposable income among the poor. For the purpose, utilizing data from the Korean Welfare Panel Study and the causal mediation analysis method, this study analyzed the influence of the welfare reform on overall material hardship as well as on individual items of material hardship. First, the main findings show that the 2015 welfare reform of the NBLSS decreased the likelihood of experiencing material hardship through an increase in disposable income among the poor. Second, analyses of individual items of material hardship show that the 2015 welfare reform decreased likelihoods of experiencing food insecurity, difficulties in paying bills, medical hardship, and housing hardship. Third, the likelihood of experiencing material hardship decreased by the 2015 welfare reform only for women but not for men. Fourth, the likelihood of experiencing material hardship decreased by the 2015 welfare reform only for the old group but not for the non-old group, and were more pronounced for the old-old age group than for the young-old age group. Based on these findings, this study discussed policy implications to improve the living conditions of the poor through the NBLSS.
